Q: how long to recharge a 12volt lithium ion battery ?

General idea is about half the time as lead acid. I have two identical solar systems one lead acid and one Lifepo4 so I know for a fact. Lifepo4 is far better in every way. The exact time for charging it depends on how big Ampere charger you are choosing and the capacity of your battery, eg: if you are using 20A Lithium battery charger to charge your 100Ah battery, it will take 5 hours to full charge your battery.

Q: Can these batteries live with a 13.6vdc float voltage (14.4vdc charge) as is used in most rv charger/converters?

Yes it will work, may not get the battery all the way to 100% but close enough that you probably won't notice StevenWR is a bit incorrect, if your charger does up to 14.6v or near it and floats at like 13.6v slightly low according to the specs but it will work. But you need to check your charging voltages and see what they are. Some only hit 13.5v or so at the max. You'll never reach full capacity till you add a charger or a solar controller set properly

Q: What’s the point of upgrading to this 200ah from the 100ah if the BMS is 100ah on both?

You can run anything that DRAWS 100 amps (or less) twice as long. If you have an inverter running a 150 watt household frig with one 1280 watt, 100 amp battery, using 80% of battery at 90% efficiency you could run it for 6.15 hours. With the 200 amp battery you could run it for 12.3 hours. The drawdown would be about 15 amps +or-, well below the 100 amp draw BMS load limit in both cases.
