Yes, you lift the black rim that fits over the top edge of garbage bag & push it back against the lid when open & will lock in place.

Q: Can I buy just the 13 gallon insert? I bought the trash can dual-liner size but think I’d rather just have one large trash can insert.

Mine came with an insert. 13 gallon trash bags fit perfectly.

Q: Does the 13" width include the step pedel? What is the measurement of just the can width?

The can is 11 1/4" wide by itself, and the pedal adds 2 1/4". Total width is 13 1/2". We love the can. Sharp and clean! 13 gallon bags fit PERFECTLY!
