Q: What is the wattage output of this charger?

Watts = Amps * Volts, so 3 * 12 = 36 watts

Q: Will this charge a dead Dakota Lithium battery or only charge when the battery has a minimum number of volts?

I haven't taken my battery to totally dead yet but I assume this charger will fully recharge it. It will just take a long time to do it at only 5 amps.

Q: Is this charger waterproof?

I am not sure but I have had this charger out in the rain and had no problems with it.

Q: Can i use this on agm batteries too?

I use it on regular 12v gel cell batteries
