Q: Can you use 20-30% vinegar in this sprayer or a bleach mixture? Another one I just looked at said it didn't recommend in theirs. Hoping this one does?

I personally do not recommend it as a 20-30% solution of bleach who’ll eventually corrode any brass fitting over time and possibly disintegrate the plastic filter that is attached to the sprayer

Q: Would this remove dust off of indoor plants

If it is light dust yes. It has an adjustable nozzle so you can adjust the spray.

Q: Can I spray foliage with fertilizer using this device? Or is the pressure too high?

Fertilizer solution can be used with the sprayer as long as it's not strong alkali/acid.
