See if you can find in your book what the manufacturer suggest for fuel or go to a hobby shop and talk to someone. Being new you will probably need a different fuel for break-in than for regular running. And to answer your main question the difference between 20 and 25 percent in fuel is the amount of nitro methane in the fuel itself. The higher the number the more concentrated and more power it will produce, but you will also wear and have engine troubles quicker as it generates more heat and power with the higher percentage fuels. Read and do what the manufacturer says for usage of fuel but 20% is usually a good starting point.
