The short answer is no it would not. This product is used on top of your stream to give it more of a flow look to the stream. If you tried to use this product alone, it would not keep shape. I would recommend a liquid pour made by the same company. It comes in larger size bottles for a bigger stream. If you are doing a deep stream, i would recommend a deep pour product due to the drying/cure times. 4515 is specifically designed to create water ripples. 4516 has a different consistency designed to model actual waves.

Q: does this go on top of cured realistic water

I have also tested and used it on top of cured epoxy and it adheres just fine.

Q: What is the area of coverage?

Depends on the depth(thickness) that you require. Usually applied to the surface so quite a bit of coverage
