The first layer is made of non-woven cloth, which allows dog urine flow through to the absorbent core quickly. The second layer is made of paper tissue, added with dog attractant and baking soda. With these larger pads i only need two pads overlapped to get the job done. they provide a lot of coverage and they never rip or leak. less trouble with the cats scooching them out of place too. In my experience they hold the urine very well. If one of the kitties lets loose very near the edge of the pad then there might be some spillage, but otherwise they work fabulously. Looks like some people saying they leak while the majority of us don't have that problem. I've only ever had a problem with the pads holding when one goes near the edge, and i've never had the bottom leak or break on me. I was thinking that perhaps it has to do with the volume of liquid the pads have to hold. I only have cats, no dogs, but two of my boy kitties are well over 20 lbs. The Biggest is 24.5 lbs and he makes quite a large puddle when he goes. If he goes too close to the edge of the box it sprays out over the edge. These pads holds his mess just fine. Maybe for large dogs they are not heavy duty enough, but i think for small & medium sized animals they should work well. Review: Great for diaper changes! - These are perfect for changing diapers! They are big enough to provide coverage for the more messy diaper changes, which helps keep the changing area clean and sanitary. Does it actually make them want to go on these instead of their favorite spots?** A: The dog attractant does not work for my 5 lb rescue Chihuahua. I'm lucky if she pees mostly on the pad instead of the very edge. **Q: Any chance these will work for a non-compliant 0lder cat that hates litter?** A: Oh, ya! My cats prefer them and I don’t have to schlep heavy, back-breaking litter. And no litter tracked everywhere. Win-win. You can buy a tray that holds them in place if that becomes an issue. **Q: Can these be used in crate/playpen area but not to encourage puppy to pee! Will take puppy outside to wood chips, just as breeder.** A: I think it would be fine for that purpose! I use them for my Toy Maltese I don't walk her so she uses the pads. If I take her in the back yard she will pee outside. I would try it if I were you it is uncented it shouldn't encourage the dog to go.
