Q: What is the Dummy Battery for?

the radio transmitter will not work if you power it with more that 8.5 volts using 6 alkaline batteries (1.5x6 = 9v)... you need the dummy cell (1.5x5+dummy = 7.5) in there to bring the voltage below back to 7.2-8.5 volts. I guess it's a safety feature to prevent damaging the transceiver if you try to put more that 9 volts to it.

Q: Is this compatable with the GT-3?

The shape of the UV-82 battery eliminator looks different from the back of the GT-3 radios. Unless you're prepared to attach the UV-82 eliminator to your GT-3 radio with wires, solder & masking tape, I don't think it'll fit.
