There are various tools to assist in the crafting, the main one being a slotted tool. You insert your strip of paper into the slot and roll it into a circle, loose or tight, depending on what you're making. You glue the end to form your circle, which can then be pressed between your fingers to form various shapes. I would suggest googling "paper quilling", you will be blown away by the various creations. There are people who just cut the strips into various sizes and just glue them, standing up, to the paper make their projects. Trying to explain it really doesn't do the art any justice.
