Can i use it to convert from sync 1 to sync 3 is this the only required harness ?

no its just a harness extender with a video input adapter. you will still have to do some wiring and pin swapping, but this will allow you to not have to cut into much of your factory harness

will it work with 2007 Linc Navigator with navigation screen?

Nope. Needs to be 2013 or newer

Can I use this harness to connect a camera on a sync 2 device (monted on a 2011 Ford Flex)

I know for sure it works on Ford Fiesta with Sync 3. I don´t know if it works for your car
