What is the difference between thhis "2 cell" and the original LC90?

Alinha's response does appear to be the correct answer to the difference between models, although unfortunately Anker's marketing materials don't make this easy; the photos show basically the same output/longevity/brightness/range specs, with the 1-cell apparently having higher drop resistance. The item description does seem to clarify that the 2-cell model does indeed last about twice as long, although you wouldn't assume that's the case intuitively; traditionally when you have these tubular flashlights you drop in the cells which creates a battery in series, which increases the voltage (which in turn would increase the flashlight's brightness) but not the total capacity. You'd need to create a parallel battery to maintain the voltage output but double the capacity (an in turn the runtime/longevity.) It's entirely possible that's what Anker has done here; while difficult to do so in the confines of a narrow tube, you could accomplish it by putting the cells together with the cathodes touching and then route leads to one end of the circuit, with separate leads from the anodes to the opposite end of the circuit, then wrapping everything up so it can simply be dropped into the device.

Do you have to unscrew the end off of the flashlight to use the USB charger or does it plug right in to the end of the flashlight?

The one I received has a rubber flap on the end cap covering the USB port. No need to unscrew the end cap on mine.

Do you have to cycle through the light modes, or does it have a memory to return to the last light mode when turned back on after a few seconds?

If this is the same as the LC90 one cell, you can click to turn the light on a few seconds in any mode, then turn it off. When you turn it back, it will be in the same mode. You don't have to do a long press to turn it off in order for this to work. However, maybe the long press does the same thing without having to leave it on a few seconds first.

Should it turn itself on during charging?

Mine does not come on when charging.  Could it be that the light was left on, battery died,  and then came back on during charging?  Make sure the light is fully charged, blue light.
