I ordered size 18 months for my 23 month old daughter and it fit perfectly, she is 26 pounds.

12 Months will be big. I recommend the Size 6 Months

I believe I order the size 12 months for my 1 years old niece she is a smaller baby compared to other 12 months old, she usually wear size 6/9 or 9/12 depending on brands, it was little bit big but nothing that we couldn’t make adjustments to
