Does the book include tutorial battles that increase in rules and complexity like the Extremis box for beginners to Warhammer?

It has a getting started booklet in addition to tge full rule book. The former is intended to get one started playing from basic rules on up is my understanding

This is stand alone correct?

You can play it stand alone to learn the game.

Is this the actual 40k table top game? Or a dumbed down board game version?

This is an Age of Sigmar miniatures game. 40k is a sister game to it. So no its not 40k, nor a board game. 40k takes place in the future, Sigmar is more fantasy based armies.
