I cut 28 gauge steel with it with no problem 29 gauge is thiner yet ( smaller the # thicker the steel ).

Q: Can the head be locked straight so that I can run it along a straight edge without it swiveling?

Yes, in order to unlock the head to swivel you must loosen the Allen nuts.

Q: Will it work to take down the walls of an outdoor pool?

We cut commercial grade .040 metal, cut it no problem! Residential sheet metal capping in .019, I think an above ground pool falls in between that so I think your good!
