What’s the difference between this newer version and the older version with several good reviews?

Your question can be taken two different ways. If you are comparing USB-B to USB-C, then a device using one or the other isn't compatible with the other. If you are speaking of the comparing a older USB C to a newer USB C the differences are of a technical nature. The older, while good cords, were probably at a lower wattage (i.e. 40w) compared to the newer ones which match the new chargers at 60/100w. For the record both will work but your device will only charge at the rate of the cord. (Ex: If you have a 100w charger and a 40w cord, you're only going to get a 40w charge ... much slower.) Hope that answers your question.

Can this be used as an oculus quest 2 link if i have a type c port on my computer?

These cables are legit and a very fair price. I opted for some cheaper cables after finally needing to replace my Anker cables after a few years. Don't make the same mistake! The cheap ones last a fraction of the time these do. Go with these. They boast a very long life and fast charging.
