Yes it would be suitable for such an application. I have used it successfully to repair splits in vertical posts.

Will this product work if resting on concrete? I have a rotten window sill that needs filled but is rotten right through.

I would say “yes”. It is an epoxy resin based product. The liquid solidifies old wood and the two part putty hardens to a tough hut sandable filler. I’ve only used it for internal furniture restoration but it’s tough stuff.
