It is more a Vaseline, although it is white and not quite so greasy.

Is this a substitute for Hydrous Ointment, which seems to have disappeared?

I am not sure on this. But if you have dry cracked skin I know this product does help and mine are painful when my skin cracks. I hope this helps you
