Q: Is it possible to "just use the rails", and add longer planks?

I think it would work. Just replace the bolts with your own screws.

Q: Will it work if the wall is cement/ concrete and not dry wall? Does it need wall support or can stand on its own?

Since I have no children in my home who would attempt to climb up on the bookshelf, I did not affix the bookshelf to the wall. It works perfectly well as a bookshelf.

Q: With the adjustable levers, what's the max height can you get the bottom shelf off from the ground?
