My car volume knob is broken, will this work if I connect it to the aux and to my phone?

If I understand what you are wanting to do correctly, If you run your volume out of the phone to the aux input of the car radio/stereo system, this device will allow you to control the volume level. This device merely provides resistance to any audio that is run through it. The one thing I do not like about this volume device is that it will not allow a zero resistance, so there is always some attenuation to whatever audio is run through it.

I want to connect this between my TV audio out (which has no volume contro) and head phones. Will this do it?

I had a small 32-in TV plugged in this device for the sound cranked up the volume on my TV to maximum and now I can control the volume from this new knob feels very expensive and tight 3.5mm volume in and 3.5mm volume out. I put this in between your audio wire that has some audio going to it and it should work just fine. I use a 2.1 speaker system to amplifiy the stereo sound.

Does the minimum volume switch sound off completely?

No, it does not power off. Just low volume down.
