No.  the 25" bag will not fit in the overhead bin.

The 21" Spinner is designed for domestic travel but will work on some international airlines.  We also offer an Int'l Spinner that is more compliant with int'l requirements.  The overall dims including handles and wheels of the 21" spinner are 23" x 14.5" x 9" and the overall dims for the Int'l spinner are 21.75" x 15.75" x 7.75".

How does this bag do on rougher, uneven terrain, or on thin carpeting (sometimes found in airports)? thanks--

I took a trip to London/UK with the medium sized (25 in) and an older Travel Pro carry-on roll aboard. In addition to the usual airport/hotel stuff, we traveled the Tube, trains, busses, walked through streets, and both pieces of luggage held up well. I often used the larger suitcase to carry the smaller one, though that got tiring after a while. At one point, we walked nearly 2 miles including across cobble stones, cracked sidewalk, curbs, and the luggage did a great job. I prefer the spinner wheels to the roll aboard wheels for this type of travel and am thinking of adding an international carryon size with the spinner wheels. The only trouble I had was more about weight (which is what I deserve for overpacking!). Walking down steep subway steps holding a 40 lbs case in one hand and a 25 lbs case in the other is not something I'd recommend.

Question 4

United's limit is 22 x 14 x 9. Does it mean this one will not fit?

This bag has been sizer bin tested during development so we don't have any concerns about it not fitting.  The overall dims including handles and wheels are 21.75" x 15.75" x 7.75".  The width is a little bit over primarily due to the side carry handle but most sizer bins don't have a top and they have roughly and additional 1" play in the other directions.
