This is the one!
This wig is the prefect color for Pennywise. I modified the wig a bit but the actual hair is perfect. I attached the hair to a bald cap that I airbrushed with white latex paint. I then cut part of it off and reattached it to create that perfect widows peak. I also took a bit of it off to punch into the hairline before I apply the appliance.
