Before you buy the cover, measure the diameter of the tire you want to cover. If the tire diameter is 28"-29", you should buy a 15" cover. If your tire diameter is 26"-27", you should buy a 14" cover. 30"-31" diameter, buy a 16" cover.

Mine collects and retains water in the bottom. Any ideas how to stop it?

Really I don't know how you would. I try to keep mine tucked up tight. Hate I can't tell you more than that. You might put a metal gromit in the very button for a drain hole. Not much of a idea.
