Q: How far over does the lip extend? Beyond 21 inches?

The "Lip" is 1 1/8 inch. The width / length of the scrap basket is 19.87" (20" x 20"). With the 1 1/8" "Lip" in addition to that on either side. We hope this helps.

Q: How big are the holes on the basket?

They're not big, they're small! Industry standard is ~1/4". However, our holes are ~1/8" because small foods (rice, etc) can slip through the larger holes. Hope this helps!

Q: Does the basket drain quickly when not obstructed?

Thanks for your question. That's hard to answer, because it depends on your definition of quickly. This basket strainer is designed to so that food products > 1/8" won't slip through - so this will catch rice, etc. As long as the holes aren't clogged, water should drain at an appropriate rate.
