Is this the replacement for menzurna sf 4000?  also, please explain the numbers.  are the lower numbers more aggressive?

Unfortunately the prior answer to your question was incorrect. Menzerna 3800 is the old 4500 not the 4000.I have cut and paste the NEW Menzerna Chart of products that shows former and present names of Menzerna products.
