Can you re-fill the pens once the ink runs out?

yes,the bone pen can refill ink,you need Open the silver tip of the pen,then find a normal refill and Cut it short to the same length as the original refill

No. They were not very strong plastic. You can't engrave plastic that I'm aware. They were cute though. Used for kids Halloween bags.
