It's plastic
It's plastic! I was thinking when I order it that it was like the cloth ones you find at Target. It works okay as an ice pack. It doesn't seem to me like it last as long as the ones I bought with cloth. Plus I use a towel between the skin with this one to prevent freezing the skin
