maybe because you can get hit by cars, fall and whatnot. Its not bad. I let my 7 year old daughter play and she loves it... I don't find the game to be giving "the wrong impression" or have a negative aspect.. I don't even like skateboarding and I enjoy playing it so I've played along with my kids and seen it first hand if you are worried about the rating. not sure if that's the kind of answer your looking for..

Q: If i were to purchase a brand new non used copy , would the disc come with codes , or a poster?

I have a Greatest Hits used copy for sale on Amazon. When I purchased it new, it came with a code and a book. No poster. I'm not sure if a new, original edition comes with a poster, but the Greatest Hits Edition did not.
