Can this cut 22.5 degree angles?

Not very well. It doesn't have a setting for that angle.

Would these blades for for any brand miter shears

Will this cut vinyl j channel and thin gauge aluminum?

If the vinyl and aluminum is thin, then it should cut, I think. I wouldn't put a piece in that's more than about 1/4" thick.
