Q: Will this cap fit a man's head?

Yes but in my opinion it looks like a female hat

Q: Will this color all the way to scalp? I have grey hair and wish to use this for low lights

Thank you for your interest in Colortrak products. These Tipping Caps sit on the head and the hair is pulled through to apply color/highlights. It will allow you to get very close to the scalp.

Q: Can you heat shrink these?

No, I would not attempt it. The outer "thicker" plastic will not allow it to shrink. It's construction is essentially two layers fused together. One layer ( thin plastic like a hotel shower cap) and a thicker layer fused over top (with holes spaced evenly) providing you a guide or "grid" of the head. This shows you where to pull hair through the cap to place the highlights.
