Q: Is this set made of a hard plastic material like melamine?

It is not as hard as melamine, but the bases are very hard. The lids are a softer plastic, but will crack if dropped. I cracked the edge of the small lid on my first set, but bought a second set and now use both sets, (including the cracked lid.)

I haven't bought this product yet so I don't know what the wattage is the recipes were based upon, but reading around says many recipes for the microwave assume 700-750 watts. Having a 1000 watt microwave myself, I found this chart on the web and it should help you in converting any recipe times. Still, output will not be the same exactly among all in the universe of ovens, so its still reasonable to keep your eye and nose on your cooking and make any adjustments you need to. The chart should be helpful to adapt other recipes you find as well.

Q: Can you cook white rice?

Not with this setup. It features plastic perforated racks sitting in shallow trays topped off with dome covers. It works very well for re- heating leftovers , but kernels of rice would fall throgh the racks..
