They will, but it would be a very slow process and would probably wear out the blades. You'd be much better off with a tile saw or a crosscut saw equipped with a tile cutting blade.

What keeps this from accidentally cutting the surface under the tile during grout removal?

I don't believe that anything but a strong steady hand prevents the abrasive from marking the underside of the tile or the substrate under the tile but since I assume you will be replacing the tile with new grout that should fill in any gouges.
