can you shorten the length of the cord to limit further how far the window can open?

No. Both ends are pre-terminated. Why do you want to shorten it anyway? Position the fitting to give you the opening width you want.

Can these be used on Velux roof windows?

Icant see why not, just be careful where you fix the sash part, with screws, as you might crack the glass

Could this be used to allow a french door to only open a few inches ?

it may be possible but it will not hold the door open . It would stop the door opening more than a few inches but any draughts or wind would cause the door to move .
