Q: can this be locked at a certain length?

As shipped it operates like a car set belt as described by offers; however it can be locked at a certain length by using a cable clamp sold at most hardware stores (search "Cable Clamp U-bolt 1/4" steel Aircraft Cable Wire Up bolt". I put one on at 4ft to ease attaching to my Aussie.

Q: Is it possible to replace the cable with an electrical cord?

Hmm, I wouldn't do it, too much metal and since this is made for metal cable, the structure would not be insulated for an electrical cord. Certainly could be a shocking experience! Amazon and even Walmart have some pretty good deals on retractable cords.

Q: how long is the lead?

It's crap, already threw it away. (within 10 days) 12' ish.... It does not recoil like a leash per se'. It goes out then stays out until you tug it to re-wheel. Our dog got horribly tangled in it. I wish I could upload the pic here.... We went with an overhead trolly type tie out from lowes. She is happy and not falling in the pool.
