Q: I have 14" inch forearms and 17.5" biceps. Assuming I would need to get the 2XL, would I be able to adjust them at all or would it already be tight?

I have 16.5 inch biceps and I buy size Large they work well for me, yes I have no problem adjust plenty of room, Yes they are already tight. Not comfortable to wear it for long time, I was able to keep it on for 1 hours and completed the workout. Yes you need to get a bigger size 2XL should do it.
