Does it give you a value for HRV, or just the color coding referenced in reviews?

I don't know about value for HRV, but I know if you connect the emwave 2 with the computer, it will give you graphs, comparison for each time you use it and many many more. I don't use it often enough to know all the features. Sorry about that.

How is this different from the personal stress reliever?

The emWave 2 is the personal stress reliever. It had been known as the PSR until version 2 came out. Version 2 has software that can be used as well.

does it come with softwear, does it recharge and how,are there android apps

I believe it just came with a program that you download, but I think it can only work with your computer. I don't think there are any apps...I haven't used mine for a while. You can recharge it.
