How wide is the base?

11/16th inch. You can use one side of the base to measure 1/4 inch from a surface. The other side is 3/8th inch. Blade is about 1/16th in thick.

The holes for layout lines seem large for a mechanical pencil, could the pencil tip move one side to the other and reduce accuracy?

It would be possible for it to move, but I have never had an issue.

where are these made? US?

Unfortunately made in China. As far as I know, Woodpecker tools are one of the only to manufacture tools like this in the US. I hate it but most times we have no choice when on a tight budget.
