can i use this to create a system recovery disc?...what kind of disc is best for creating BackUp of Laptop, please?

DVD+R discs are what I used for saving a system image recovery on a new dell windows 10 laptop, you need at least 4 discs, have a full spindle of blank dvd's to hand while backing up, hard copy is the best back up, philips, tdk or sony is what I would go for due to reliability and with the philips discs or sony discs in PC, Mac or DVD video recorder use I've never had any recording / write errors so far, only had one failed tdk in the video recorder, but that was caused by a local power cut. Laptop tip - 1TB HDD's are very fragile and not really suited to mobile / portable use, in fact I hate the things, I've downsized my laptop to 320GB and the HDD doesn't fail at the slightest bump or moving it around on the train. if you want 1TB or more best to get a solid state drive, this is where the system image restore comes in handy.

Can I write on these, and if so is the surface blank or ruled (lined)?

Yes you can write on the discs, I use a permanent ink pen. There are ruled lines on the disc also.

Don't see why not. My DVD Recorder has a 500GB Hard Drive and its only drawback is recording onto dvd+R - the disc has to be formatted first and it takes forever; best to use dvd-R.
