There is a little plastic clip under the punch lever, pull this out and circle should fall out when you turn it upside down, you may have to help it out.. just as described, cuts well, good quality. I got it after watching a YouTube on covering Graphic45 tags and this was shown as how to cut the area around the grommet. It's very sharp and works a treat. A definite 5 star recommendation. I've read the poor reviews and would comment that this is a PAPER cutter for crafting, such as card making and scrap booking, it's not up to cutting thicker items such as foam or vinyl and is too big for ring binders.
