If it's too dry - i.e. you can still see bits of flour then add a few teaspoons more of water, this will help it bind better. If it's too wet add a little bit more plain flour. When forming the balls with your hands, having wet hands sometimes helps the mixture from sticking to your hands and get them into ball shapes just make sure to press them a bit firmly before putting them into oil.
