28.3" is the exposed height above the ground. 37" is the total length including the subterranean entry base.

Q: Does this product come with a top hole plug, or can one be purchased?

Yes, it is the same color as the post and pyramid shape that screws into the 3/4" NPT in the unit if you don't use a standard threaded nipple light fixture connection. It won't extend a post. Arlington makes a 30 inch post also.
