this says the threads are male is that correct all others have female

All of the connections on this unloader valve do in fact have female pipe threads. We will request an update to correct this listing description.

Will this work with a 1740 psi 3 gallon per minute pump?

Nope, that won't work because VRT3 works well to 4k psi and above and should fit to 13hp...you better use PULSAR 4KHP instead.

Why does water run to my bypass line even when im squeezing the trigger?

One possibility is that the knob is not set to be all the way open. When this know is turned down, it basically bypasses the water to effectively reduce your pressure.
