Q: Will this stick to a plastic tarp?

Yes. Biggest thing is making sure glue is hot enough and your about 4 inches away so not to melt the plastic.

Q: What is the webbing made out of? I see it says web stick, but what chemicals are involved in creating this? Using outdoor, want it animal safe?

They are a type of glue stick, like you would use in a hot glue gun. I used mine for the first time at Halloween and I love it!!
