It does have tabs to hold the plate.

Q: Why are some saying it’s chrome and others saying black. ? What color is it?

Item is classed as Black Chrome- The color is Black.

Q: Why does it advertise of laser chrome but yet when you scroll down it says it's made out of plastic?

Not sure exactly if they mean the lettering plate is plastic and the frame is “laser chrome” but I have been pleased with these frames. I have them on 2 vehicles and they look good and seem to hold up well. I would use these on any new vehicles I purchase in the future.
