Q: It says this is 5 volts. is that for both fans combined? or, is it 5 volts x 2 fans = 10 volts total? and, it says 3.5-5 amps. is that for both fans?

These are already in one assambly with one power regulator 4 speed and USB connector

Q: How many amps do these draw?

This is powered via usb. Not sure how many amps that will draw, but I have a pair connected to my owc thunderbolt 3 dock. They are very quiet and frankly, I wouldn’t be concerned with the amps it may draw. Hope this helps.
