This answer is from Capsule Connection. Almost all lots are made in India. Some are made in USA. None are from China.

Q: I'm confused about where these are made. Several reviewers said China but someone answered India or US with none made in China. Who is correct?

These are sourced from India, US, or Colombia. None are from China. A seller from China tried to list their products under this listing as a Capsule Connection product, which they were not. Amazon removed them as a seller. We don't carry any capsules from China. -- Howard, Capsule Connection, LLC

Q: Which is bigger ... the "0" size or "00" size?

One teaspoon will fill about 7 "0" capsules and about 5 "00" capsules so "OO" is slightly bigger.
