Q: Can it cut through mesh without fraying

I really doubt it. I got this exact rotary cutter a few weeks ago & it didn't cut much . At least the one I got only cut me. It wouldn't rotate unless the bolt that holds it all together is very loose, which is dangerous. I know it's tempting to buy with the extra blades, but it's so awful! I got an Olfa instead. Please, be careful if you do decide to get it. Hope this helps a little.

Q: Will this work on felt?

I haven’t tried it tried, but I would guess yes. Just use some extra pressue if you’re cutting thick felt or multiple layers at once.

Q: Do you have to grip it to hold the blade out or can it be locked open?

There is a protected plate inside the blade there is a small lever at the bottom when you release this lever the blade stays open .. when your done cutting close the lever and it locks again..
