The mentioned volumes of the pitchers (1L and 1.5L) are for the brewed coffee. As you can see from the pictures, there is still some space after the end of the measuring line. So if you fill the pitcher with the water to the top, after the filter is removed, the water level will be right at the end of the measuring line, meaning you will have 1L or 1.5L of the ready drink.
