Q: Can I use this inside home

It says it is nontoxic but is has a strong odor of Garlic so I probably would not use it indoors. It works by attracting the mosquitoes and killing them back at their source so also not sure how this might be helpful inside.

No. This is a bait that attracts and kills male mosquitos only.

Q: Most of the 1 star reviews complained about the sprayer not working. If that happens will seller refund or replace it?

I removed and soaked the spray tip in hot water. The can had been left partially used for several months. It worked perfectly after that.
