Q: will this mount fit a winchester 1300 defender

this mount did not work well on my Remington versamax comp shot gun. Not sure how that translates to your winchester.

Yes. Fits both my Remy 870 and Mossy 500.

Q: Which tactical flashlight worked best with this on a Remington 870 express 12gauge??

Hard to say what's "best", since that's a personal choice, but I have found the Streamlight 88040 ProTAC HL High Lumen Professional Tactical Light to be an excellent choice.

Q: Will this work for a Remington 870, Express, 18-1/2” barrel, but 20 gauge..?

I don't see why it wouldn't. The part that holds the flashlight will always be 1" diameter. But, the mount itself is adjustable. If you look at the picture, you can see that when screwed together, the clamps for the barrel and magazine mount are much smaller than a 20 ga.
