Q: Cannot find the i/o drive level spec. on the adafruit website they don't list it either. i see there is a 5v rail on the board but can anyone confirm?

The I/O level is 3.3 V, but 5 V tolerant. You can get the specs on the FT232H chip from the FTDI website http://www.ftdichip.com/Products/ICs/FT232H.htm.

Yes, this is the old version (non-USB C).

Q: Is this the updated usb-c board as shown on your web site or the older board as shown in the picture?

The one in the listing photo is the old version, the non-USB-C version.
